27.5.2014, Human Rights Action – Still without political will for fundamental changes in Montenegrin society

Although the normative frame in the area of reform of justice and human rights is improved, insufficiently strengthened and/or efficient institutional mechanisms and inadequate appliance of normative frame in practice makes the condition in these areas only somewhat acceptable. Joint characteristic of current situation in all mentioned areas is lack of political will to achieve fundamental positive changes.

Lack of results in the work of prosecutions in view of the clarification of affair “Snimak”, lack of initiating the criminal procedures against perpetrators of violence over participators of Pride Parade in Podgorica and Budva, increase of number of violent crimes in family for 18.8% in 2013 compared to 2012 and extremely mild penal policy; barely 10% members of Roma and Egyptian population who are on the evidence of Employment service of Montenegro is included into programs for additional training, retraining and trainings for professions that are in demand on work market; lack of systematic solutions in social care of homeless persons – those are only some of identifies problems in the area of human rights in monitored period.
